New IJF Rule Changes

These rule changes are brought to us from the IJF (International Judo Federation) which is the governing body for Judo in the whole world, not just North Carolina. :-)

Fellow Referees,
The document which was mailed to you two days ago has been superseded (in the
main*) by this definitive document from the IJF. Please look these over carefully...the
text is somewhat awkward in places for American English, and one graphic does NOT
seem to match White's position described in the text. Also, there is a punishment
listed for one of the AUTHORIZED uses of hands/arms, but it probably refers to the
final description - a situation where the conditions for appropriate use were NOT met.
*The previous document has an exact description of the gesture for leg-grab, which is
NOT detailed in this document.
